As of November 19, 2017, the Pokemon Bank works natively with Pokemon Ultra Sun and Ultra Moon, plus Pokemon X, Y, Omega Ruba, Alpha Sapphire, Sun, and Moon. Both Pokemon Bank and Poke Transporter must be updated seperately in order for Pokemon Bank to be compatible with Pokemon Ultra Sun and Ultra Moon.
When can you use Pokemon Bank in Sun?
Any number of physical or digital copies of Pokémon X, Y, Omega Ruby, Alpha Sapphire, Sun, Moon, Ultra Sun, and Ultra Moon can be used in conjunction with Pokémon Bank. Pokémon Bank can be utilized at any point after the player obtains the Pokédex in those games.

Is Oras better than XY?
ORAS were better because of Dexnav alone. The camera is just right in it and I liked being able to catch most of the legendary Pokemon in post game. Pokemon X Y is in my opinion the best pokemon game ever with Gold / Silver. ORAS felt like a better experience overall but I thought it had more hand holding in it.
